·1 The focus of the County’s public education and outreach initiative is threefold:(1) Target the general public, making the information available/accessible to them in multiple venues. (2) Draw attention to "high risk" activities. (3) Place emphasis on priority water bodies. To that end, a "clearinghouse" of educational materials was created and was used to disseminate information to targeted groups/community activities. Brochures were developed, a bookmark was created and display stands were distributed. Logo contest winners’ posters (see MCM 2) have been made into coloring book pages while their slogans were used on educational brochures. Educational materials were also distributed to environmentally oriented fairs, festivals and teacher/school programs, as well as to local environmental groups. ·2 NCSWCD devised the topic "Water Stewardship in a Changing Climate" for the 2006 Long Island Regional Envirothon. Activities covered relevant topics including marine education, preserve clean-ups, health and safety, landscaping, and teacher education.·3 Carousel stands stocked with brochures, posters and other handouts were distributed to 2 Villages and the City of Long Beach.
·4 Over 1500 "Storm drain awareness" medallions were distributed to our municipal partners in Year 4, 500 more than projected.
·5 2 additional Adopt-A-Waterway (AAW) signs were installed along major roadways throughout the County.·6 A transition from the AAW Program to the EcoZone Program was begun in Year 4:· EcoZone expands the AAW Program to address under-funded regional programs that manage energy conservation, air quality and green space preservation as well as water quality issues.· The program will now include large national companies to complement the local sponsors already onboard.·7 |
·8 All educational material development and distribution activities are ongoing tasks.·9 The "Clearinghouse" distributed about 10,000 pieces of educational material and 4 brochure stands to 36 coalition members, local environmental groups, and libraries. Year 5 Goal: distribute an additional 10,000 handouts, including the replenishment of about 2000 library bookmarks.·10 County personnel participated in 17 separate speaking engagements or fairs/festivals reaching over 2,200 adults and children. Year 5 Goal: 12 Fairs/Festivals and 5 speaking engagements.·11 Approximately 20 students from 4 Nassau County High Schools participated in the 2006 L.I. Regional Envirothon, an outdoor, hands-on, environmental/natural resources competition.·12 ·13 The Village has requested display stands from Nassau County and is waiting on delivery to use at Village Hall, DPW office and Recreation Center.·14 Year 5 Goal: 5 additional brochure display stands – stocked with educational materials - will be given to the remaining Towns and various Villages and the Nassau County Office of Consumer Affairs.·15 Year 5 Goal: distribute an additional 1000 storm drain medallions to various municipal partners.·16 The Village has received 100 storm drain medallions from Nassau County and is in process of installing them at various locations and will continue to purchase more medallions to install in the future.·1 Year 5 Goal: 20 new EcoZone signs in addition to the 20 now located throughout the County. |

·17 Nassau County DPW personnel manage the "clearinghouse", develop brochures and bookmarks, procure storm drain medallions and display stands, hold the Logo Contest, manage the EcoZone program and keep the Nassau County storm water website up to date. We distribute educational materials with the assistance of our municipal partners, the Friends of the Bay, South Shore Estuary Reserve, Operation SPLASH, Hempstead Harbor Protection Committee, Sierra/Lions Club, Long Island Sound Study, the Meadowbrook Task Force and the Manhasset Bay Protection Committee |
·18 This is an ongoing program that will continue to be managed by Nassau County personnel with the cooperation of the members of the Storm Water Coalition and the community groups listed.Held a meeting of the Nassau County Storm Water Coalition on January 23, 2007 at the Freeport recreation Center to discuss all aspects of the Phase II Program, including the ongoing Public Education Program. |

·19 The brochures "Storm Water Management Practices for Businesses" and "Storm Drain Awareness for Nassau County Homeowners" were developed by County Personnel and distributed.·20 Additionally, a newly designed, Nassau County-specific bookmark was designed and is being dispatched to replenish those given to the 53 librariesin Year 3. ·2 Nassau County Soil & Water Conservation District Manager is pursuing certification as a Professional in Erosion & Sediment Control. |
·21 Year 5 Goal: to present the NCSWMP to the Nassau County Council of Chambers of Commerce and distribute 5,000 copies of our "Storm Water Management Practices for Businesses" brochure.

| Additional Techniques ·22 The Nassau County Storm Water Management Program web page, www.nassaucountyny.gov/agencies/DPW/stormwater.html, is kept up to date with information pertaining to the Logo Contest, the Adopt-A-Waterway program, links to a list of our municipal partners, prior annual reports and the Illicit Discharge Hotline. Informative links that correspond to the six (6) required Minimum Control Measures that make up the NCSWMP, are slated for Year 5.·23 Purchased two (2) additional DVDs entitled "Municipal Storm Water Pollution Prevention: Storm Watch; Everyday BMPs" for use in municipal personnel training.·1 Nassau County submitted an application for a State Assistance Grant for the continued implementation of the MS-4 Phase II Storm Water Program. One of the goals of this grant was to implement a storm water education curriculum at local science centers, thus educating children via a hands-on exhibit. Unfortunately, this application was denied. |

·3 October 2006 Article reached 1300 contacts pertaining to Storm Water, Storm Water training and District Activities. Ongoing Task. Next years activities include quarterly newsletters of the Soil and Water Conservation District Newsletter in the spring, summer, fall and winter. Year 5 Goal: mail newsletter to 1500 contacts. |

·4 Goose Management Program Implemented.·5 Next year we plan on conducting goose management initiatives beginning in April and continue through the summer. |
·6 Egg Oiling Program begins every April. During year 4 reporting period 676 eggs were oiled by the Nassau County Parks and Recreation, and Public Works Departments. Site aversion techniques occurred during the summer after the molt. This is an ongoing task. Will continue working with the USDA to implement additional Goose Management initiatives beginning April 2007.·1 Year 5 Goal: 800 eggs oiled. Village oiled 56 eggs this year. |

·1 Continue to sit on watershed organization committees for: Hempstead Harbor Protection Committee, Manhasset Bay Protection Committee, South Shore Estuary Reserve Council and the Long Island Sound Study. We also work with Friends of the Bay, in Oyster Bay and Operation Splash, in Freeport.·2 Next year we will continue our participation on the committees. |
·3 Attended quarterly meetings with the protection committees during reporting year. This is an ongoing task, of which, the goal is to continue to participate on these committees through the next reporting year. |

·4 Attitude Surveys: An Eagle Scout conducted an assessment survey in the Hempstead Harbor and Oyster Bay Harbor Watershed.·5 Next years activity includes conducting another survey to targeted neighborhoods. |
·6 A home assessment survey was distributed to and filled out by approximately 232 homeowners in the Hempstead Harbor and Oyster Bay Harbor Watersheds during reporting year 4. The survey centered on practices around the home relative to Storm Water Runoff. An educational packet was also enclosed with the survey. This will be an ongoing task in the next reporting year. Another survey will be distributed during the second half of the reporting year. |

·7 Adopt-A-Stream, Stream, Beach Cleanups: Cleanups occur year round at various Nassau County locations.·8 Next years activity is to clean up 25 beaches countywide. |
·9 In Nassau County for 2006, a total of 22 beach locations were cleaned. A total of 933 volunteers cleaned approximately 22 linear miles of beach County-wide. A total of 10,780 pounds of trash were collected. This is an ongoing program that typically occurs around Earth Day of each year. Year 5 Goal: 25 beaches cleaned. |

·10 Storm Drain Stenciling Program: Creation of Medallions for distribution.·11 Next year we plan on distributing the 1000 medallions to local municipalities and civic groups. |
·12 In the Year 4 reporting year, Nassau County distributed 1500 medallions to be installed on Municipal owned catch basins. This was 500 more than anticipated. Local municipalities may request the medallions from the County to be used within their respective jurisdictions. The local villages then could give the medallions to civic groups to install. Ongoing Program. Year 5 Goal: distribute another 1000 medallions. |

·13 Preserve/Park/Stream Cleanups occurred at various locations within Nassau County.·14 Next years activity includes continuing preserve cleanups and making every effort to increase the number of preserve cleanups. |
·15 In September of 2006 the Department of Public Works and the Recreation and Parks Department joined forces to remove over 100 cubic yards of trash and debris from the stream and adjacent wooded areas within the Roosevelt Preserve. In an effort to reduce dumping within the preserve in the future, the County installed Bollards at an access point that was constantly used by people dumping debris at this location. This is an ongoing program. Next years goal is to increase preserve clean ups. |

·16 Conducted another Nassau County Logo Contest in reporting year 4.·17 Next years activity includes continuing the Logo contest. |
·18 The first annual Storm Water Logo contest continued in reporting Year 4. The County received a number of entries from children County-wide. One winner was chosen. The winning logo is presently being used on storm water brochures, posters, coloring books and pamphlets throughout the County. This is an ongoing annual event and we will continue the contest during Year 5. |

·19 Wetland Plantings: Work is continuing at Silver Lake, Lofts Pond and Mill Pond.·20 Construction at Roosevelt Pond expected to begin in the Spring of 2007. Work will be complete at Silver Lake, Lofts Pond and Mill Pond during by the end of 2007. |
·21 The Silver Lake, Lofts Pond, Mill Pond Project commenced construction during reporting Year 3. Our goal is to complete construction at all of these locations by the end of 2007. These are large-scale projects that required time to finish. It is anticipated that construction to restore Roosevelt Pond will commence during spring of 2007. The pond rehabilitation work is an annual and ongoing program. |

In addition, County field personnel are requested to report activities at construction sites that are causing sediment, erosion on County roads and/or property. Planning Commission field inspectors examining construction sites now include sediment and erosion control components as part of their standard inspections. | |
